It was the summer holidays and all of our friends were taking trips to the beach, studying languages and visiting family. Bill just stayed at home and played on his computer. We all said to him,
"Don't (Do not) waste your time"
This means that Bill should be using his summer holidays to do useful activities, not just play on his computer all day.
